Position and functions: 
1. The Department of Information and Communications (Department of Information and Communications) is a specialized agency under the Provincial People's Committee, with the function of advising and assisting the Provincial People's Committee in performing state management. about the press (including: print press, picture press, audio press, electronic newspaper); publish; postal and delivery; telecommunications and Internet; broadcast transmission; radio frequency; Information Technology; electronic; broadcasting; information and communication infrastructure; advertising in the press; computer information network and publications, (hereinafter referred to as information and communication); public services under the management of the Department in the province; perform a number of tasks and powers according to the decentralization and authorization of the Provincial People's Committee and according to the provisions of law.

2. The Department of Information and Communications has legal status, its own seal and account; subject to the direction and management of the organization, staffing and operation of the Provincial People's Committee, and at the same time subject to the professional direction, guidance and inspection of the Ministry of Information and Communications.
Tasks and powers:
1. To submit to the Provincial People's Committee:
a) Draft planning, long-term, 5-year and annual development plan, programs, schemes, projects, policies and solutions on information and communication; programs and measures to organize the performance of state administrative reform tasks, to decentralize management, and to socialize in the fields under the assigned scope of state management;
b) Draft decisions and directives under the promulgating competence of the Provincial People's Committee in the fields of information and communication;
c) Draft regulations on title standards for heads and deputy heads of organizations under the Department; Head, Deputy Head of Culture and Information Department under the People's Committee of the district or city.
2. Submit to the Chairman of the Provincial People's Committee:
a) Draft decisions and directives under the promulgating competence of the Chairman of the Provincial People's Committee in the field of information and communication;
b) Draft decision on establishment, merger, dissolution of units under the Department according to the provisions of law.
3. Guide, inspect and organize the implementation of legal documents, planning, development plans, programs, schemes, projects, national standards, economic - technical norms on approved information and communication; organize the implementation of information, propaganda, dissemination and education of the law in the fields under the management of the Department.
4. Regarding the press (including print, audio, video and electronic newspapers on the Internet):
a) Guide and organize the implementation of the law provisions on press activities in the province;
b) Organize the examination of the press depository and management of the press depository of the province;
c) Granting and revoking the license to operate newsletters to agencies and organizations in the province;
d) Respond to requests to hold press conferences for agencies and organizations of the province;
dd) Receive and appraise dossiers and request competent authorities to issue press cards, license for press activities, and license to publish press publications and other information publications as prescribed by law. for press agencies and other agencies and organizations in the province;
e) Consider allowing other local press agencies to set up representative offices, liaison offices and resident agencies in the province. 
g) Organize the implementation of the plan on development of the radio and television career of the province after it is approved by the competent authority;
h) Manage the use of equipment to receive radio and television signals directly from satellites by units, organizations and individuals in the province in accordance with law.
5. Regarding publishing:
a) Receive and evaluate applications for permission to establish publishing houses from organizations and agencies in the province so that the Provincial People's Committee requests the Ministry of Information and Communications for a license to establish a publishing house. published in accordance with the law; 
b) Issue and revoke licenses for publishing non-business documents to provincial agencies and organizations, branches, representative offices, and units affiliated to central agencies and organizations in the province; grant and revoke licenses to import publications for non-commercial purposes to agencies, organizations and individuals of the province; issue and revoke the license to print publications and the license to print and process publications for foreign countries for publication printing establishments in the province in accordance with the law on publishing;
c) Issuing and revoking licenses for exhibitions and fairs of publications; temporarily suspend the organization of exhibitions, publications fairs of agencies, organizations and individuals licensed by the province when detecting signs of law violation;
d) Manage the deposit of publications and organize the reading of deposited publications licensed by the province; examine and handle according to its competence when detecting the deposited publications showing signs of law violation;
dd) Inspect and examine the observance of the law on publishing; settle complaints, denunciations and handle violations in publishing activities in the province according to their competence; 
e) Temporarily suspend the printing of publications or suspend the printing of publications being printed locally if detecting the contents of publications in violation of the Publication Law and reporting to the Minister of Information and Communications, the Owner Chairman of the Provincial People's Committee; temporarily suspend the publication of publications with contents violating the Publication Law of publication issuers in the province;
g) Destruction of publications in violation of the law according to decisions of competent authorities.
6. Regarding postal and delivery:
a) Guide, inspect and organize the implementation of work to ensure safety and security in postal and delivery activities in the province in accordance with law;
b) Coordinate with relevant agencies in inspecting the implementation of regulations on application of standards, service quality, safety and security of information in post and delivery in the province;
c) Confirm the notice of delivery service business in writing to the delivery service business within the province;
d) Granting, amending, supplementing and withdrawing business licenses for mail delivery services according to its competence;
dd) Coordinate in implementing the state management of postage stamps in the province.
7. Regarding telecommunications and Internet:
a) Guiding, inspecting and directing telecommunications and Internet enterprises in the province, implementing the work of ensuring information safety and security according to the provisions of law;
b) Cooperate with relevant agencies in inspecting and examining the implementation of regulations on charges, standards and quality in the field of telecommunications and Internet in the province in accordance with law;
c) Presiding over the inspection and examination of activities and handling of violations of enterprises, agents providing telecommunications and Internet services and users in the province according to the provisions of law and authorized by the Government. Ministry of Information and Communications;
d) Support telecommunications businesses in the area to complete the basic construction procedures to build telecommunications works according to the license granted to them by the Ministry of Information and Communications, in accordance with the master plan. development of the province and in accordance with the law;
dd) Coordinating with functional units of the Ministry of Information and Communications in the licensing process, settling disputes over connection and common use of infrastructure;
e) Guiding and directing the Culture and Information Offices of districts and cities to inspect and examine activities and handle violations of agents and users of telecommunications and Internet services in the district and city. in accordance with the law and authorized by the Director of the Department of Information and Communications.
8. Regarding information technology, electronics:
a) Organize the implementation of programs, schemes and plans on information technology application and development; mechanisms and policies to develop hardware industry, software industry, electronics industry, digital content industry and information technology services; on the construction and management of the centralized information technology park; regulations on management of investment in information technology application and development in the province after being approved;
b) Organize the implementation, periodically report, evaluate and summarize the implementation of plans on information technology application in the activities of state agencies of the province;
c) Develop regulations and regulations on information technology application activities of the province;
d) Assume the prime responsibility for, and coordinate with relevant agencies in, formulating plans for training, retraining and development of information technology human resources in the province and organize the implementation after they are approved; 
dd) Organize and guide the implementation of regulations on information technology safety according to its competence;
e) Organize and guide the implementation of information technology application projects in service of collecting, storing and processing digital information in service of the direction and administration of the provincial leaders;
g) Develop regulations on management and operation to ensure technical and information security; guide the use of information infrastructure in service of the direction, administration and operation of the provincial People's Committee and agencies of the provincial People's Committee People's Committees of districts and cities; People's Committees of communes, wards and townships.
h) Building, maintaining, upgrading and ensuring technical and information security for the operation of the provincial web portal; guide units in the province to unify connection, provide information content and public administrative services as assigned by the Provincial People's Committee;
i) Survey, investigation and statistics on the application and development of the information technology industry; building a database system on products and enterprises operating in the field of information technology and electronics in the province;
k) Perform the tasks of the specialized information technology unit of the province.
9. Regarding advertising in newspapers, computer networks and publications:
a) Guide and organize the implementation of the State's regulations on advertising in the press, on computer information networks and in publications;
b) Inspect, examine and handle according to their competence violations of agencies, organizations and individuals engaged in advertising activities in the press on computer information networks and on publications in the province.
10. Regarding transmission and broadcasting, radio frequencies:
a) To guide and inspect the implementation of the planning on allocation of frequency channels for radio and television broadcasting in the province; regulations on technical conditions, conditions for exploitation of radio equipment used with conditions; 
b) Carry out annual inspection and examination of organizations and individuals that use radio frequencies and radio transmitters belonging to private radio communication networks, radio and television stations within the scope of their operation. limited activities in the province; coordinate with the Regional Frequency Center 3 to inspect and conduct scheduled and unscheduled inspections of other networks and stations;
c) Sanction according to their competence administrative violations against organizations and individuals that violate regulations on the use of broadcasting equipment and radio frequencies in the province.
11. Regarding copyright, copyright and intellectual property:
a) Organize the implementation of the provisions of the law on copyright for journalistic and published products; copyright on information and communication technology products and services; intellectual property rights of inventions and inventions in the fields of information and communication in the province;
b) Guiding and implementing measures to protect copyright, copyright and intellectual property rights in the field of information and communication for industries, localities, businesses, social organizations and citizens. according to regulations of the Law;
12. To assist the Provincial People's Committee in the state management of enterprises, collective economic organizations and the private economy; guide and inspect the activities of associations, associations and non-governmental organizations operating in the fields of information and communication in the province according to the provisions of law.
13. Guiding and inspecting the implementation of the mechanism of autonomy and self-responsibility by public non-business units under the Department of Information and Communication's management in accordance with law.
14. Provide professional guidance in the fields of information and communication for the Culture and Information Department of the People's Committee of the district or city.
15. Performing the task of state management of public services in the fields of information and communication:
- For public services under the decision-making authority of the Central Government: Coordinate and guide enterprises and units Relevant units shall develop service provision plans and projects, and supervise and inspect the implementation and report on local implementation results according to the guidance of the Ministry of Information and Communications.
- For public services under the decision-making authority of the Provincial People's Committee: To assume the prime responsibility for, and coordinate with relevant branches in, formulating and submitting to the Provincial People's Committee for approval the service provision plan and project and organize the implementation, manage the implementation of plans and projects after they are approved;
16. Assist the Provincial People's Committee in organizing communication work in service of Party and State agencies, national defense and foreign security; information on prevention and mitigation of natural disasters; information on safety and rescue and other emergency information in the province as prescribed by law.
17. State management over investment projects specialized in information and communication in the province in accordance with the provisions of the law on investment and construction and as assigned and decentralized by the People's Committee of the People's Committee. conscious.
18. Formulate and coordinate in elaborating economic - technical norms specialized in information and communication under the guidance of the Ministry of Information and Communications.
19. Organize research and application of scientific and technological advances, build information systems to serve state management and professional expertise in the field of information and communication; guiding the implementation of State regulations on application of technical standards and product and service quality announcements for enterprises operating in the field of information and communication in the province.
20. Develop and implement the administrative reform plans and programs of the Department according to the objectives and programs of the provincial People's Committee.
21. Implement the regime of periodical and irregular reporting on the performance of assigned tasks in accordance with regulations of the Provincial People's Committee and the Ministry of Information and Communications; participate in conducting surveys, making statistics, providing information on events, information and communication activities under the guidance of the Ministry of Information and Communications.
22. Manage and organize the implementation of international cooperation in the fields of information and communication assigned by the Provincial People's Committee, at the request of the Ministry of Information and Communications and according to the regulations of the People's Committee of the province. law.
23. Inspect, examine, handle and settle complaints and denunciations, fight corruption and negativity; practice thrift and combat wastefulness in the field of information and communication in accordance with the law and as assigned and decentralized by the Provincial People's Committee.
24. To prescribe or submit to competent authorities the functions, tasks, powers and responsibilities of the heads of organizations under the Department; manage the organizational structure, payroll, implement the salary regime and policies and regimes on treatment, reward and discipline for cadres, civil servants and public employees under their management; organize professional training and retraining for cadres, civil servants and public employees under the management of the Department in accordance with law. 
25. Manage the finance and assets assigned by the Department according to the provisions of law and the decentralization of the Provincial People's Committee.
26. Perform other tasks assigned by the Provincial People's Committee and as prescribed by law.
